Among Chinese job seekers and property buyers, the third and forth month of the year are known as “Golden March” and “Silver April,” as they are the traditional peak season for talent recruitment and housing purchases. Following the implementation of Changzhou’s optimized housing subsidy policies targeting young professionals, the city has seen a notable increase in applications for housing vouchers. To ensure effective implementation of these talent-friendly policies, the Municipal Bureau of Housing and Urban-Rural Development has adopted a series of measures to enhance policy promotion, streamline procedures, and expand service channels.

To improve policy awareness, the Bureau has strengthened inter-departmental collaboration and diversified publicity efforts. Policy briefing sessions have been organized at key enterprises, talent apartment complexes, and established residential communities, ensuring that young professionals receive timely and accurate information about the available support.

In terms of administrative efficiency, the application process has been simplified with upgraded digital verification systems, enabling immediate submission, review, and approval of housing subsidy requests. This streamlined approach significantly reduces processing times and improves user experience for applicants.

Additionally, the Bureau has expanded service accessibility by providing multiple support channels, including dedicated hotlines, the My Changzhou mobile app, and online assistance through WeChat and QQ groups. These efforts ensure that young talents receive comprehensive guidance throughout the application process.

From January to March 2025, Changzhou granted combined living and housing subsidies to 698 young professionals, including 210 who utilized the subsidies toward down payments. This represents a year-on-year increase of 63%, with total disbursements exceeding 46 million yuan. Concurrently, rental subsidies were provided to 52,196 recipients, marking a 48% year-on-year rise, totaling more than 27 million yuan. The combined subsidies surpassed 73 million yuan, demonstrating the city’s strong commitment to supporting young talent and reinforcing Changzhou’s competitive edge in attracting and retaining skilled professionals.
